joining us. governor nikki haley says the time has come to take action against south carolina's long-standing issues with criminal domestic violence. today the governor unveiled a trio of executive orders---and said she would support spending $19 million dollars to hire 144 new prosecutors and add three judges to handle cdv cases. she says the problem needs more than legislative action. no legislation is going to fix this. this had to be a cultural change. this had to be from the ground up. it had to be in every single county. which counties don't have shelters? which ones do? which counties do we have law enforcement that does a little more to it versus not? i was mortified when i heard that law enforcement were the ones that were prosecuting these

there is no worse way to show a survivor they can make it than to have a law enforcement officer be the person that fights their case against high powered defense attorneys. it was just saying enough is enough. the governor's executive orders also require state agencies to come up with workplace policies on cdv and conduct risk assessment screening when agencies deal directly with the public. the governor has another big task commanding her attention over the next few days. that's getting ready to issue the gop response to president obama's state of the union speech next week. governor haley is indicating however, that she isn't planning to rebut the president's remarks. jack kuenzie is live at the state house with that part of today's developments out of the governor's office. judi and dawndy---we have seen in the past that political parties responding to a president's state of the union

points in the president's speech or overall performance. governor haley says that is not her plan. she says she wants her commentary to be optimistic and one that focuses on the challenges facing the country. haley will have around ten minutes of time---and said today she does not want to compete against the president. it will be a chance for the governor to talk up some of the good things she's seen here and let the country know about them. i mean it's an honor. you have to know i always go back to that five year old indian girl that lived in bamberg. that just wondered what was out there and to be able to think that i will now have the ability to address the country is humbling but it's really an honor. haley was asked to deliver the response by house speaker paul ryan and senate majority leader mitch mcconnell. some republican leaders and some analysts say this is a deliberate choice by leadership to showcase a different face of the gop---a young, conservative minority woman who might already be on someone's short list of vp

thunderstorms on saturday ahead of a cold, breezy city council members approved the purchase of the cameras this week. our bilile jean shaw joins us from the newsroom with more on when residents will see the new gear in action. the public safety department is getting 80 body cameras. chief mike adams says officers will begin using the cameras in the next couple of weeks. the department still needs to create a usage policy that follows the law enforcement training council's criteria. the gear can be worn on an officer's glasses, lapel, or chest and will record video and sound anytime an officer approaches a suspect. at the end of each officer's

will be downloaded into a cloud, where officials will have access to at all times. mayor michael butler believes the cameras will help lower the crime rate. "everybody will be conscious of their action, conscious of their behavior knowing that it will have a factual result hopefully as to what ahs happened." the cameras cost more than 103 thousand dollars. adams says every two and half years the company will upgrade the cameras with the newest technology. after 5 years, officers will receive new cameras. in the newsroom, bjs, wis news 10.. a longtime state senator has passed away. lawmakers held a moment of silence for senator william o'dell during a yearly legislative workshop today. o'dell represented parts of the upstate, including abbeville, anderson, and greenwood counties. mother in a creek in socastee... drowned. the horry county coroner's office said today that 5 month old grace carlson santa cruz died from drowning. rescue divers found her dead back in november, two days after her mother said she had lost her in a flooded creek. ever since, the county has been investigating baby grace's death as a homicde. the girls mother, 33 year old sarah toney is charged with homicide by child abuse. a new chief justice is joining the ranks at the south carolina supreme court. costa pleicones is being sworn in at a ceremony at the south carolina supreme court on gervais street. pleicones served as a justice for 16 years before earning the title of chief justice. he's replacing south carolina chief justice jean toal, who is retiring after serving 27 years. coming up on wis--the top gop candidates are

"extremely happy and relieved to out. all 17 miners that were stuck in the shaft,

while several agencies responded to the mine, the miners helped make decisions about the rescue. the federal government has released its latest dietary guidelines. for the first time -- the government suggests americans limit the amount of added sugar to 10-percent of daily calories. that's about 12 teaspoons for a typical 2-thousand calorie diet. the guidelines also advise people cut back on salt and saturated fat... but not necessarily cholesterol. residents off one flood damaged road in the midlands are getting more frustrated that the state hasn't fixed it yet. we'll explain why coming up.

elgin say they're still waiting on d-o-t crews to start repairs from october's flood. but the department of transportation says as of now -- it can't. mike desumma is in the newsroom to explain why. dawndy according to the d-o-t the problem is a dam that sits near the road. it was breached during the october flood causing the road to get washed out. state officials say essentially until the dam gets repaired -- work on the road has to wait. typically spears creek church road allows drivers to get from two notch road to i-20.

detoured down clemson road to get around the closure. on the two notch side, there are on two notch due to the road being closed. the doctor is heard disputing the patient's blood pressure concerns, which the doctor saw as normal. words were also exchanged over the patient being recommended for care elsewhere. eventually, the doctor walked away. in a statement, dorn va says, "the video only shows the end of the encounter, however, dorn leadership is taking it seriously. senior medical staff has attempted to reach out and will continue to try to contact the veteran and his family to offer an immediate resolution to his medical concerns and ensure that proper health care was, or is given per the health needs of the veteran." police are trying to track down the vandals behind an attack at clemson university last night someone spray painted messages on byuildings at the university demanding that tillman

tillman is named for benjamin tillman who was governor of south carolina in the 1890s and played a major part in clemson's founding. the name has become controversial over tillman's white supremacist views. police said the two messages read, "rename tillman hall," and, "stop honoring tillman." by afternoon, crews had covered the graffiti with banners in support of the clemson tigers as they take on alabama at the national championship in arizona. if they get caught the vandals could be charged with illegal graffiti vandaluism we now know the name of a shaw air force member killed in an accident near the base. he has been identified as 31 year old staff sergeant dallas pauls. officials with the 20th fighter wing say the ollision between a vehicle and a motorcycle driven by pauls happened around 7:15 yesterday morning near the sumter gate on highway 378. plans for a memorial service on base are being

17 salt miners in new york are ground and safe tonight. they spent nearly ten hours stuck in an elevator, hundreds of feet underground. nbc's chris pollone reports on the rescue. :17 :35 slowly, but surely they emerged. two and three at a time. 17 miners who were reporting for work wednesday night in a salt mine south of syracuse, new w rk. their elevator shuddered to a stop about 800 feet below the surface. trapping them for nearly ten hours. 10 38 13 "we weren't all happy until the last one got off the elevator." first responders jumped into action in the early-morning hours. finding and positioning a crane which allow rescuers to descend the elevator shaft and retrieve the trapped miners. the miners had fresh air but said they were cold. 09;08;30;07 "they huddled

a man is making headlines after building an

deepwater fisherman in australia proves he isn't going down with out a fight!

a deepwater fisherman turns very dangerous very quickly. he video shows a giant marlin being reeled in, and then at the last moment.. flying onto the boat and almost impaling one of the fishermen. everyone was okay. an amazing rescue at a canadian ski resort, and it was all caught on video. some 75 skiers got trapped on a gondola sunday in british columbia after an electrical failure. rescuers had to strap guests into harnesses, then dangle them on a rope high above the ground to airlift them to safety. others had to be rescued by helicopter from higher sections of the lift. the personal information of 320-thousand time warner cable customers may have been compromised by a data breach. time warner said email and password information were gathered through phishing attacks or breaches of companies that store information for

the fbi notified time warner of the possible breach. the company said it had no indicators that its own systems had been hacked. it said it would send notifications to its customers through email or direct mail. time warner recommends that all of its customers update email passwords as a precaution. apple rang in the new year on a high note. new year's day was a record-breaking day for its app store. apple says the first day of 2016 was the most popular day in app store history... with customers spending more than 144 million dollars on apps and in-app purchases. the app store also had a holiday season for the record books. last year customers spent more than $20 billion. the new year starts with thousands of job cuts for macy's. the department store giant plans to shut down 36 stores this year which will put about 43 hundred employees out of work. macy's blames the cuts on poor holiday sales and what it called a "disappointing"

a blue star sapphire said to be the world's largest of its kind has been discovered in sri lanka. according to the gem's current owner, the sapphire has a certified weight of more than 14- hundred carats. he said the gem could sell for up to 175- million dollars at auction. the sri lankan businessman purchased the stone late last year at a premium price from a gem merchant. he has kept the discovery and purchase secret because of security fears. it was just a matter of time. thanks for joining us this evening. i'm charles molineaux. police are hunting for two armed burglars who shot at a columbia family. the victims ended up in a confrontation when they got home, right in the middle of a break-in. mike desumma talked with the shaken family. judi, charles the great news we can tell you on this is no members of this family were injured during this incident. i spoke with the both the father and mother today about what happened. as you can imagine, they are still pretty shaken up and could not speak to us on camera. they say the even scarier thing in all this --- is their two young children were riding in the family car with them when the gunfire started. this all happened on crestview avenue at around 10 p-m. the family had just arrived home --- when they found a burgundy car parked in the driveway.
